There are a lot of reasons you might be looking for a VPS server - maybe you've outgrown your shared hosting plan or you want to run custom software or a tech stack that isn't available on most shared hosting options (e.g. Ruby on Rails).

To solve this problem, here is a list of the cheapest VPS hosting providers at or under $5 per month. Pricing and availability may change but at the time of writing all of these Linux VPS hosting services were at or under $5 per month. Please do your own research before purchasing - this is my own shortlist of VPS hosting services I would go with, but you need to do your own due diligence.

Buyvm.net - they usually have available more than one plan at $5 or under
A2 Hosting - they have a strong reputation for the best VPS hosting. They offer very cheap VPS, but the price is an introductory offer. After the first billing period (e.g. a year or however long you set it up when you sign up), rates will go up to over $5 per month
Rapid Host - to get the cheapest plan, dial down the specs to the lowest level
DigitalOcean - Their affordable VPS hosting options are called "Droplets". DigitalOcean has a great knowledgebase with plenty of helpful tutorials
Enix Hosting - it's nice to see a relatively new player in the VPS field create affordable plans to pick from
KnownHost - at the time of writing, their VPS servers came bundled with 2 dedicated IP addresses. Most other VPS providers make you pay extra for a second IP address
Microtronic Datacenter - microtronixdc.com - has some of the cheapest VPS hosting around, but comes with significant limitations on which ports and how many can be open. It won't allow you to run email, so you'll need to use another solution for email
Racknerd - their cheap VPS plan is fairly low specced, but they're a reliable host with a strong reputation
SSD Nodes - their cheapest plan under $5 per month is an introductory offer for the first year. After that, the cost goes up to over $5 per month
FastHosts - their cheapest plan goes in and out of stock a lot, but it's worth a look because the rates are so cheap at this budget VPS provider
Hostime - they have more than one low cost VPS plan under $5 per month
Hostinger - the cheapest plan is an introductory rate, the plan will renew at above $5 per month
ForestRacks - their cheapest VPS is a good solidly specced affordable plan and you save even more by paying quarterly or yearly instead of monthly
Space Hosting - Even after the introductory offer period has passed, the higher priced renewal is still under $5 per month - this is something I love to see in cheap VPS servers
Platinum Host - excellent amount of RAM for the price you pay
Cloud Fanatic - offers more than one VPS plan at or under $5 per month
ServerAstra - their VPS plans are listed under Cloud Compute on their site
Edis Global - as its name suggests, it offers a wide choice of datacenter locations. The only downside is that you have to browse pricing by datacenter location, making it time consuming to find what you're looking for. That said, most of the locations offer a cheap VPS plan at around $5 per month
Alpha VPS - offers more than one VPS plan at or under $5 per month
Leaseweb - allows a huge amount of traffic in their cheapest plan, so if you're doing game hosting, streaming or anything that needs lots of bandwidth, this is a good choice
Host4Fun - they have plenty of affordable VPS plans, but you have to search them by datacenter location. Not all datacenters will offer cheap plans. So it can take a little time to find what you're looking for there
Don't look at price alone - make sure the plan is specced for your needs
In the above list, you're not comparing apples with apples. The plans are quite different between different companies - for example, one might offer more RAM but less bandwidth, while another may be the other way around. If you're hosting video or audio content, you'll need more bandwidth than if you're hosting a blog, for example.
If your site is pretty simple and/or doesn't get much traffic yet, any of the above hosts should be specced highly enough for your needs, and in that case you can just go with whatever is cheapest.
But if you have a large site or you're doing something memory-intensive or bandwidth-intensive, then you'll need to look carefully at the specs before selecting a plan.
