Here are the best games where you get to make your own country. Some of these console or computer games allow you to create entirely fictitious nations, whereas others are built on an Earth-based map system. Many, but not all, of these games are free. It is indicated here if a game is free or not, and whether it uses an Earth based map or not.

NationStates

NationStates is a 100% free game you can play in your browser where you get to create your own fictitious nation. Besides the name of your country, you can also choose its motto, its flag and its national animal.

You get to set your own policies by deciding on issues that come up on a regular basis - this is the main mechanic of game play. This browser game also works equally well on your phone browser so you don't need a desktop or laptop to play.

You can't die in NationStates and there is no waging of war. You simply decide on issues and your economy and population grows (or not, depending on your policies). Stats for your country, and how they compare to the rest of your continent and the world, can be seen from your country's main page. If you are inactive for 30 days or longer, your nation gets erased.

Tropico 6

Tropico 6 is a game where you run a country, but in this case the pretend country is called Tropico and is located in the Caribbean - you don't get to pick the name or location of the country. The graphics are amazing though - you get to see every building and person in your country! Mostly, you play more zoomed-out than the person level, but it's wonderful to see this level of detail in a country simulator. This is a very polished game and it's a one-time cost to purchase it. You're in charge of setting policy, putting up buildings, and much more. Depending what buildings you choose to put up, you'll wind up with a tourism-based economy, a farming or primary goods economy, or a manufacturing economy. Or you can mix all of these! You have lots and lots of choices and a ton of control over what you do in the game.

You can play in whatever style you like, whether it's sandbox mode to try stuff out or in campaign mode where you have to achieve certain objectives by a certain time to win.

Tropico 6 is lots of fun. It's not just the game play, it's also the idea that you're a somewhat corrupt (or corruptible!) dictator who has to try to keep their population happy to remain in power. You lose the game if you fail to get elected in the next elections or if the economy goes more than a certain amount of money into the negative.

eRepublik

eRepublik is a free game lets you belong to an existing Earth-based country which you get to pick. You don't get to rule a country here; it's not a nation creator or one of the kingdom building games. Instead, your character sends an armored vehicle in battles against other countries. You can't die even if you lose the battle. Although you can play completely independently, it's designed to allow for communities to form. While you can progress in the game entirely peacefully, you won't make as much progress as you do if you fight in battles.

The time commitment is very low - you can only deploy a certain number of times before you run out of energy. Energy rebuilds over time. So even if you're in a community of players, you're not expected to be constantly online or available to play - you'd run out of things you're able to do in the game. So eRepublik is a good country simulator game of choice for a busy person, and it's super-easy to play. There is nothing complicated to learn. It is browser-based, so you simply create an account and then you can access it from any browser anywhere, including on your phone. The phone interface isn't quite as convenient as the desktop browser, but it works fine.

Civilization

If you're looking for empire building games where you build your own country from the dawn of time and usher it into the modern age, then Civilization is one of the best-known franchises in that genre. The maps vary and are not Earth-based. It's a turn-based game where you have a certain set of actions available to you each turn and then each of the other players (including computer players) carry out their set of actions. You would think that a turn-based game would be less addictive than an action-based game, but it's not the case with Civilization! There's so much happening and so much for you to plan and think about. There are different ways you can win. You lose if your country is taken over by another country, or if another country satisfies one of the win conditions before you do.

The only criticism of it is that it can be a bit of a steeper learning curve than the other games on this page. There is a lot to learn about game play. Still, if you're looking for a game with a decent level of complexity, challenge and thought, Civilization may be your best bet. It's available for sale on a range of different platforms.

BitNations

BitNations is a free country simulator game where you get to make decisions on technology, budget, trade, government, war, alliances, and much more. It's browser based and it doesn't have fancy graphics or anything like that. But it gives you a lot of control over decision making.

Victoria II

Victoria II is a strategy game set in the 19th century on an Earth-based map. The idea is that you shepherd your nation with the decisions you make so that it will become a great power by the 20th century. It's available on Steam and GOG for a fee. You handle military decisions, diplomacy, politics, technology, and much more. If you're looking for strategy war games that are challenging and complex, but not necessarily quite so much as Civilization, then Victoria II is a great choice.

Politics and War

For a full multiplayer experience, the free browser based game Politics and War is perfect. You get to wage war with massive global battles involving thousands of players. You can form alliances, trade with other nations, and more. It's one that doesn't immediately spring to mind when seeking strategy war games online, but this hidden gem is well worth trying out.

Hearts of Iron IV

If you're a World War II afficionado, Hearts of Iron IV is the game for you. You get to re-fight World War II with your decisions for your nation. Interestingly, it features both competitive and co-operative multiplayer modes for up to 32 players with intense online combat. This war strategy game available to buy on Steam.

Banished

Banished is more of a city building game than a country simulator game. You're in charge of a group of settlers who have to restart their lives from scratch. Can you shepherd them to create a growing and thriving village? Compared to the other games on this page, because it's at a city scale, you'll need to do a bit more micromanagement of your village. You'll need to manage workers and inventory, handle trade, prepare for disasters, keep your population fed, build and expand your village, and more.

Managing and growing your band of people is very rewarding. This city simulator is available for a fee on Steam.

CyberNations is a free browser based nation creator game. You get to choose the type of government, set your tax rate, decide on the nation's religion, and so much more. You can also purchase infrastructure to get more land, technology, military, or other options. In CyberNations you can wage war, espionage, form alliances, and more. You get to rule your nation however you want. This is an excellent option for those seeking country simulation games where you build your own country. However, be aware it uses an Earth-based map.
